By improving awareness of existing conflict dynamics and conflict risks while enhancing HDP contributions to peacebuilding outcomes, through better policies and operations, the Hub aims to play a critical role in supporting sustainable peace and development in the country. Building on best practices from other conflict sensitivity hubs globally while adapting to the Ethiopian context, the ECSH will focus on three foundational pillars: generating high-quality research and analysis to inform programming, building capacity among stakeholders to integrate conflict sensitivity into organizational practices, and convening diverse actors to enhance collaboration and coherence. The ECSH is an impartial entity that will be hosted by Mercy Corps with support from a consortium of partners, including Rift Valley Institute. Its work will be guided by a collaborative governance structure and multi-donor funding to ensure inclusivity and alignment with Ethiopia’s peacebuilding needs. Joining this team is an exciting opportunity to be part of the setup of an innovative initiative that will address conflict risks and strengthen peacebuilding efforts across Ethiopia</p>\n\n<p><strong>General Position Summary</strong></p>\n\n<p>The MEL specialist will collaborate closely with the consortium partner lead on MEL, Adapt Peacebuilding (AP). The Specialist will oversee the monitoring and data collection of the project, co-lead outcome harvest exercises, design and implement surveys, research, analyze data to provide insight to the project team, and contribute to lead on report writing. He/she will ensure that performance monitoring and results reporting tools and processes across the entire project are in place, effectively implemented and well systematized among consortium/partner members. They will also be responsible for information management via the project reporting system including Tola data (Mercy Corps’ proprietary indicators tracking system). The MEL Specialist will be an integral member of the project team leading and reflecting processes, leading discussions on members’ and participant’s feedback. The Specialist in collaboration with AP will also be responsible for the capacity building and mentoring strategy for program staff on themes related to monitoring, evaluation, accountability, reporting, and learning. The MEL Specialist is expected to collaborate with Adapt Peacebuilding especially regarding complex-aware, adaptive MEL approaches aimed at capturing emergent changes and interrogating causal linkages between activities and outcomes, with the aim to review and adapt the project theory of change and workplan</p>\n\n<p><strong>Essential Job</strong> <strong>Responsibilities (Strategy and Vision)</strong></p>\n\n<ul>\n<li>Work closely with AP and MC MEL Specialist online and while in the country to develop and implement MEL Plan for the program and upcoming proposals.</li>\n<li>Collaborate with the program teams, consortium members, and partners, to ensure an effective MEL system.</li>\n<li>Develop data quality assessment plan.</li>\n<li>Lead and update learning agenda and provide technical contributions to research and outcome measurement.</li>\n<li>Lead on the bi-annual narrative reporting to donors based on collected data and sense-making processes, coordinate reporting with local partners, specifically tracking deadlines, ensuring adherence to monitoring formats and requirements, ensuring reporting quality and accuracy, and writing, strengthen how the program interacts with the context and conflict dynamics.</li>\n<li>Develop conflict sensitivity monitoring tools and implement regular monitoring using an evidence-bas approach to ensure conflict-sensitive practices.</li>\n<li>Participate in and organize regular monitoring, evaluation, research and studies being conducted and review the deliverables with quality standards.</li>\n<li>Ensure appropriate mechanisms that enhance learning among partners for conflict sensitivity hub in Ethiopia.</li>\n<li>Ensure adherence to program management minimum standards in mapping assumptions, and performance management expectations for each of the three workstreams.</li>\n<li>Support and lead the bi-annual outcome harvesting sessions in which the hub’s achievements are examined, with validated significance and contribution analysis.</li>\n<li>Accompanying strategy testing sessions to validate the theory of change and assumptions and propos amendments to the work plan or performance management frameworks.</li>\n<li>Support the bi-annual narrative reporting to donors based on the data and sense-making from these processes.</li>\n<li>Coordinate reporting with local partners, specifically tracking deadlines, ensuring adherence to monitoring formats and requirements, ensuring reporting quality and accuracy, and writing, editing, and submitting periodic reports.</li>\n<li>Design and establish complexity-aware approaches to MEL as a key MEL function for the conflict sensitivity hub.</li>\n<li>Provide technical guidance for HDP actors on embedding conflict sensitivity into program design, implementation, and evaluation processes.</li>\n<li>Develop tools and frameworks to guide the operationalization of conflict-sensitive practices for HDP actors.</li>\n</ul>\n\n<p><strong>GENDER INTEGRATION</strong></p>\n\n<ul>\n<li>Design and implement strategies to ensure gender equality is a core component of conflict-sensitive programming.</li>\n<li>Develop, adapt, and deliver gender-sensitive training modules tailored to local and international stakeholders that are integrated in the CS training.</li>\n<li>Conduct in-depth gender and conflict analyses to identify risks and opportunities for interventions, ensuring inclusive programming.</li>\n</ul>\n\n<p><strong>CAPACITY BUILDING</strong></p>\n\n<ul>\n<li>In collaboration with consortium partner and capacity building adviser facilitate training and workshops on conflict sensitivity which integrates gender.</li>\n<li>Mentor Hub staff and partners to operationalize gender-sensitive and conflict-responsive approaches.</li>\n<li>Support the organizational accompaniment process, helping partners integrate these practices into their operational This role involves close collaboration with partners to provide support, monitor progress, and ensure that planned results are delivered effectively around </span><span style=\"font-size: 17px;\"><b>Woldia-North Wollo</b></span><span style=\"font-size: 17px;\"> area schools selected by local partners. The Education Manager will play a key role in planning, monitoring, and reporting on PM3.0 core package activities within the education sector. In addition, She/He will support partner teams to address the diverse needs of boys, girls, men, women, and individuals with special needs, ensuring inclusive and equitable access to education zonal and woreda level cluster coordination meetings, providing updates and sharing action items.</span></li><li><span style=\"font-size: 17px;\">Identify critical education needs of crisis-affected communities and support the effort to secure funding opportunities through rapid needs assessments, concept notes, and proposal development.</span></li><li><span style=\"font-size: 17px;\">Capture lessons learned from education projects implementation by partners and ensure they inform program scale-up and improvement.</span></li><li><span style=\"font-size: 17px;\">Provide ongoing support to partners implementing PM3.0 Core Packages through on-the-job training, mentoring, and technical guidance in collaboration with the Project Coordinator.</span></li><li><span style=\"font-size: 17px;\">Liaise closely with regional, zonal and woreda level system actors and government officials to ensure PlayMatters system level engagement, timely and effective program planning and implementation, while jointly addressing challenges affecting delivery.</span></li><li><span style=\"font-size: 17px;\">Undertake other responsibilities or projects as requested by the immediate or matrix manager.</span></li></ul><p><span style=\"font-size: 17px;\"><b>Project Planning and Implementation</b></span></p><ul><li><span style=\"font-size: 17px;\">Support the implementing partners to develop work plans, procurement plans, and spending plans in a timely manner to ensure the timely procurement and distribution of teaching learning materials </span></li><li><span style=\"font-size: 17px;\">Provide remote and onsite technical support for the quality implementation of projects in collaboration with the CO technical team.</span></li><li><span style=\"font-size: 17px;\">Set up periodic (bi-weekly) check-in meetings with implementing partners (emergency) to update progress, spot bottlenecks, and suggest and implement solutions.</span></li><li><span style=\"font-size: 17px;\">Actively participate in the project cycle meetings to reflect on the needs, success, and challenges of the project and document and apply lessons learned.</span></li><li><span style=\"font-size: 17px;\">Monitor and review partners budgets versus actual expenditures reports (BvA) on a monthly basis, reflect on variances amounting to greater or equal to 5% and guide the partners to take appropriate action based on the status of spending on a specific project.</span></li><li><span style=\"font-size: 17px;\">Document the number of clients in each project with age and gender disaggregated and file for future use and reporting.</span></li></ul><p><span style=\"font-size: 17px;\"><b>Grant Monitoring and Reporting</b></span></p><ul><li><span style=\"font-size: 17px;\">Conduct regular site monitoring visits and provide support for the partners for taking corrective measures.</span></li><li><span style=\"font-size: 17px;\">Document key findings of the internal and external assessments for planning purposes.</span></li><li><span style=\"font-size: 17px;\">Review reports from the partners, provide timely feedback and follow up the implementation of the actions </span></li><li><span style=\"font-size: 17px;\">Deliver well-reviewed reports to the technical team in Addis within the given timeframe.</span></li><li><span style=\"font-size: 17px;\">Work with the Monitoring, Evaluation, Accountability, and Learning (MEAL) Coordinator to ensure that monitoring and evaluation systems are in place as well as inputs are provided in a timely manner.</span></li></ul><p><span style=\"font-size: 17px;\"><b>Staff Management and Development.</b></span></p><ul><li><span style=\"font-size: 17px;\">Engage in technical supervision and capacity development for of partners staff to fulfill the minimum skills set across both the education sectors.</span></li><li><span style=\"font-size: 17px;\">Share insights on the performance management of partners’ staff with the PlayMatters Project Coordinator.</span></li><li><span style=\"font-size: 17px;\">Maintain open and professional relations with the implementing partners, promoting a strong team spirit and providing guidance to enable partners to successfully perform in their positions and support them in following personal staff development plans.</span></li></ul><p><span style=\"font-size: 17px;\"><b>Representation, Coordination and Advocacy</b></span></p><p><span style=\"font-size: 17px;\">Collaborating and coordinating with another sector team, on co-designing, implementing, and monitoring education - other sector initiative projects to ensure comprehensive delivery and quality outcomes. </span></p><p><span style=\"font-size: 17px;\">Engage and maintain effective/professional working relationships with key partners, including donors, government actors, UN agencies, international and local NGOs, and other relevant actors in emergency and recovery
