ECDD is working with other organizations to promote and facilitate the inclusion of persons with disabilities and disability issues in mainstream service delivery and development programs, envisioning an inclusive Ethiopia where persons with disabilities exercise the same rights and have access to the same services and opportunities enjoyed by other citizens.</p><p style=\"text-align:justify;\">Currently, ECDD is implementing the civil society strengthening program for children’s rights (CSSPCR) with funding from the Swedish International Development Cooperation Agency (Sida) through Save the Children International in Ethiopia (SCI). The program aims to strengthen the capacity and engagement of civil society actors, including children, to claim civic space and effectively hold duty-bearers accountable for the equitable realization of children’s rights.</p><p style=\"text-align:justify;\">Despite Ethiopia having national legislative measures and policies incorporating the provisions aligned with the UN Convention on the Rights of the Child (UNCRC), the African Charter on the Rights and Welfare of the Child (ACRWC), and other human rights frameworks, challenges remain in implementing children’s rights. </p><p style=\"text-align:justify;\">Laws concerning diverse groups of children in Ethiopia are scattered and fragmented, and legal protections for children’s rights remain incomplete and lack effective remedies for violations. </p><p style=\"text-align:justify;\">Civic space for children’s participation in claiming their rights is critical. The national children’s policy supports establishing structures like children’s parliaments and other child-led initiatives to promote children’s participation in matters that affect them. Although children cannot establish formal organization, children’s parliaments have been established at all levels, giving opportunity for girls and boys to exercise democratic participation, to advocate for improved implementation of policies, budgets and services, be involved in child rights reporting and monitoring, and to provide recommendations to duty bearers. Yet, because gender-biased social norms hinder the meaningful involvement of child rights actors and children, SCI and CSO partners need to continue navigating available opportunities to empower children through various child-led initiatives that hold duty bearers accountable for child rights.</p><p style=\"text-align:justify;\">The 2019 CSO Proclamation (1113/2019) has created an opportunity for civil society actors, including children with disabilities, to navigate the existing civic space and engage in advocacy on human (child) rights. The civil society actors have opportunities to monitor the implementation of child rights, influencing policies, budgets, and services for children whose rights are being eroded by poverty, conflict, and the climate crisis. The implementation of the Ethiopian Transitional Justice Policy (ETJP), which was approved in 2024, could address the overlapping and wide range of victims of human rights violations of children with disabilities.
